Who runs Veteran Home Help
Rob Menzies (south of the river) and Paul Hennessey (north), two Perth service business owners. Rob's business has done over 100 DVA jobs in four years, from house cleaning, ironing and laundry to windows and solar panels, and Rob looks after every DVA enquiry. Paul has run his own window, solar panel and gutter cleaning business north of the river for three years, including work for DVA clients. Both are trained to work at heights.
How we fit your window cleaning to your DVA approval
What your approval buys in window cleaning depends on your home, so we size every clean to both. Your DVA approval fixes two things, how often your windows can be cleaned each year and the top amount DVA pays per clean; we then look at how many windows you have, how big they are and how easy they are to reach. Three approved hours on a five-bedroom home won't go as far as four on a three-bedroom home, which is why each quote is tailored to the client. The shortest window cleaning approvals we've seen allow 3 hours a clean, worth up to $239.70 at $79.90 an hour, DVA's standard rate for 2026 with GST. We clean windows on single-storey homes only. Before booking, we tell you what fits in your approved amount. If the clean you want would cost more, it's your call: a clean that stays within your approval, or you choose to pay the difference for the rest. Once you're happy with the plan, we set up the cleans at the frequency your letter allows and invoice DVA for each.
Does DVA pay for window cleaning? It can: DVA's policy manual counts window cleaning as part of domestic cleaning, so DVA pays when your approval includes it, up to the amount per clean on your letter.
From Rob
How Rob explains a window cleaning approval (a 5by2 is a five-bedroom, two-bathroom home):
“We will tailor the allowance to each service for the client.”
“3hrs budget on a 5by2 home won't get you the same as a 3by2 with a 4hr budget. Each quote will be tailored to client.”

The most DVA will pay for window cleaning in 2026
DVA pays for window cleaning up to the maximum cost per service on your approval, and up to $633.47 a week for all your household services together. In 2026, DVA's standard maximum rate is $79.90 an hour including GST. How far your approved amount goes depends on the size of your home, so we quote each home before we book. Anything above your approved amount per service, or above the weekly limit, is yours to pay, and we tell you before we book.

Household services or Veterans' Home Care for window cleaning?
Windows, external and internal, are on the Home and Garden Maintenance list of DVA's Veterans' Home Care (VHC) program, so window cleaning can come through VHC or through household services, depending on which DVA approved for you. VHC home and garden help is capped at 15 hours in 12 months, with a co-payment of $5 an hour and at most $75 over those 12 months, and DVA allocates the VHC provider. Under household services, your approval sets the number of window cleans and the amount for each, and you choose the provider. Holding an MRCA household services approval means VHC Home and Garden Maintenance is no longer open to you. We clean windows for household services approvals.

DVA window cleaning questions
The two questions veterans and their families ask us most come first, then the ones about window cleaning itself.
Do you handle the paperwork?
After DVA approves your window cleaning, we look after the invoicing: you send us the approval letter and its supplier information sheet, and we bill DVA for each clean. We don't lodge DVA claims for anyone. That's done by you or by someone you nominate.
Which other services can you provide?
Solar panel and gutter cleaning, also on single-storey homes, plus house cleaning, ironing and laundry inside the home. We arrange each one only if DVA has approved it for you.
What if my home has more windows than my approval covers?
We quote your home first and tell you what fits in the approved amount. You then decide whether to keep the clean within your approval or to pay the difference for the rest. Nothing above your approval goes ahead without your agreement.
Do you clean two-storey windows?
No. We clean windows on single-storey homes only, which is the height limit we work to on every window, solar panel and gutter job.
How often can I have my windows cleaned?
As often as your approval allows. Your letter lists how many window cleans you can have a year and the most DVA pays for each, and the shortest window cleaning approvals we've seen allow 3 hours a clean.
Does Veterans' Home Care cover window cleaning?
It can. DVA's VHC page lists external and internal windows under Home and Garden Maintenance, which is limited to 15 hours in 12 months with a co-payment. If DVA has approved household services for you under the MRCA, VHC home and garden help isn't available as well, and your window cleaning comes through your approval if it lists it.
Where this comes from
The DVA facts on this page come from DVA's own pages, listed below with the date we last checked each one, and from a real DVA approval letter we've seen (anonymised, read on 19 October 2026). Rob's words, and anything we say we've seen, come from his own DVA work.
