Who runs Veteran Home Help
Rob Menzies (south of the river) and Paul Hennessey (north), two Perth service business owners. Rob's business has done over 100 DVA jobs in four years, from house cleaning, ironing and laundry to windows and solar panels, and Rob looks after every DVA enquiry. Paul has run his own window, solar panel and gutter cleaning business north of the river for three years, including work for DVA clients. Both are trained to work at heights.
How we fit your solar panel cleaning to your DVA approval
In Rob's experience, most DVA approvals for solar panel cleaning cover the clean itself, and we check yours before anything is booked. Your approval letter gives a number of cleans per year, each with a maximum DVA will pay. As an example only, one real approval we've seen, from 2026, allowed 2 solar panel cleans a year at up to $319.60 each, which was 4 hours at that year's standard rate; the shortest solar approvals we've seen allow 2 hours a clean. We compare your approved amount with the number of panels and how easy they are to reach, then tailor the clean to it. We clean panels on single-storey homes only. If the clean you want would cost more than your approval covers, we tell you first, and you can choose to pay the difference or have a clean that fits the approved amount. Once you're happy, we set up recurring cleans at the frequency your letter allows, and we invoice DVA for each one. For reference, DVA's 2026 standard hourly rate is $79.90, GST included.
Does DVA pay for solar panel cleaning? Yes, it can: DVA's household services policy manual names solar panel cleaning, and DVA pays when your own approval lists it.
From Rob
Rob on solar panel cleaning, and how he set up one of his DVA window and solar clients:
“Most DVA allowance will cover the clean.”
“We assess the allowance and then tailor the clean to the budget. Once client is happy we set up recurring cleans based on DVA allowance and frequency.”

The most DVA will pay for solar panel cleaning in 2026
DVA pays for solar panel cleaning up to the maximum cost per service on your approval, and up to $633.47 a week for all your household services together. In 2026, DVA's standard maximum rate is $79.90 an hour including GST. As an example only, a 4-hour clean comes to up to $319.60 at that rate; your approval sets your own amount. Anything above your approved amount per service, or above the weekly limit, is yours to pay, and we tell you before we book.

|---|---|
| A 4-hour clean | Up to $319.60 (4 x $79.90). Example only: your approval sets the amount. |

Household services or Veterans' Home Care for solar panel cleaning?
You won't find solar panels on DVA's Veterans' Home Care page: it doesn't list solar panel cleaning. Its Home and Garden Maintenance covers gutters, external and internal windows, ceiling fans, split-system air conditioners, minor maintenance and lawn mowing, and solar panels are not among them. Solar panel cleaning is named instead in DVA's household services policy manual, alongside gutter cleaning. In practice, that makes household services the DVA program that names it: your approval has to list solar panel cleaning, with a number of cleans and an amount for each. If you're on VHC and your panels need cleaning, ask DVA what applies to you, because the VHC list doesn't include it. You also can't combine the two: VHC Home and Garden Maintenance isn't available alongside an MRCA household services approval.

DVA solar panel cleaning questions
The two questions veterans and their families ask us most come first, then the ones about solar panel cleaning itself.
Do you handle the paperwork?
We do the part after approval. With your DVA approval letter and supplier information sheet in hand, we invoice DVA for each solar panel clean, quoting your Transaction Reference Number. Getting approved is between you and DVA: you, or a person you nominate, lodge the claim.
Which other services can you provide?
Window and gutter cleaning, which we also do on single-storey homes only, and house cleaning, ironing and laundry. Each service needs its own line on your approval before we book it.
What if my panels need more than my approval covers?
We check your approved amount against your panels before booking. Rob finds most DVA allowances cover a solar clean, but if yours wouldn't, we say so first, and it's up to you whether to top up the difference or keep the clean to your approval.
Will my approval cover a solar panel clean?
If it lists solar panel cleaning, DVA pays up to the amount per clean on your letter. One real approval we've seen, from 2026, allowed 2 cleans a year at up to $319.60 each (example only), and the shortest solar approvals we've seen allow 2 hours a clean.
Do you clean panels on two-storey homes?
No, single-storey homes only. It's the same height limit as our window and gutter cleaning.
Is solar panel cleaning really a DVA household service?
Yes. DVA's household services policy manual lists solar panel cleaning by name, next to gutter cleaning, even though the Veterans' Home Care list doesn't include it. Whether DVA pays for yours depends on your own approval.
Where this comes from
The DVA facts on this page come from DVA's own pages, listed below with the date we last checked each one, and from a real DVA approval letter we've seen (anonymised, read on 19 October 2026). Rob's words, and anything we say we've seen, come from his own DVA work.
- DVA policy manual: what are household services, checked 25 October 2026
- DVA: Household services compensation, checked 25 October 2026
- DVA: Veterans' Home Care (VHC), checked 25 October 2026
- DVA: Veterans' Home Care flyer, checked 10 October 2026
This page was last updated on 26 October 2026. DVA decides what you are approved for; if anything here differs from your own letter, your letter is what counts.
